BellSouth Internet customers note
If you are a BellSouth Internet customer, it's probably worth your while to check your bill and call customer service. Chances are, if you are an existing dial-up customer, you're paying about $21 a month. But in September, BellSouth lowered the price to $14.95 -- except it didn't exactly announce it.
Call customer service and the rep will tell you it's only for "new" customers. But check this link and it's clear that's not the case.

Press customer service, and not only will you get the lower rate, but a refund. The rep told me she could only refund back to January, so I may still press it with the state consumer affairs department.
