Helper verbs can help
We tend to drop the helper verbs in headlines, but sometimes they come in handy. Consider this from Saturday:
U.S. angry photos
of Saddam released
So were the photos angry or is the U.S. angry? If you had to read it even 1 1 /2 times , that's too unclear when the fix is easy:
U.S. is angry photos
of Saddam released
